MEES - Minimum Energy Efficiency Standards

The Private Rented Sector Minimum Energy Efficiency Standard (MEES) Regulations were approved in February 2015. These regulations are based on duties set by the Energy Act 2011 and establish the following:
From April 2018 it will be unlawful to grant a new lease or renew an existing lease for properties in England and Wales if their Energy Performance Certificate Ratings are F or G.
From April 2023 this mandate will apply to all rented property, including where leases are already in place.
Landlords will have to implement the necessary measures to improve their EPCs unless:
- The payback period is longer than seven years
- The required measures would reduce property value by 5%
- The required measure would damage the property.
